Nature of Contamination at Site: The American Legion Post 38 has managed the Craigmont Trap Range for about 70 years. The American Legion and Craigmont Lions Club are interested in converting the site into a community baseball field.

The Idaho National Guard has tentatively agreed to construct the baseball field as a field exercise for the engineering battalion. The Legion and Lions Club asked the Tribe for assistance in assessing the probable lead contamination and to provide redevelopment guidance. The Tribe requested EPA conduct a targeted Brownfield assessment and EPA has funded the Phase II ESA with economic stimulus funds utilizing the consulting firm Environment and Ecology Inc. whose soil sampling was completed in fall 2009.

Site Status: The site is on a well drained west facing slope, so it is expected that elevated lead concentrations if any will be in the top 6 to 8 inches of soil. It was determined that the amount of lead (Pb) would yield 206 mg Pb/kg of soil. This amount is well below the 400 mg/kg United States EPA critical level. A site assessment with field sampling is needed to evaluate the risk to human health and the environment and determine if institutional controls are needed at the site so it can be used in a safe and productive manner for the community. The Craigmont Lions Club is proposing two baseball fields at the site.

Tribal Unit 45 - Richardson/Riverside Mill

Nature of Contamination at Site: TU-45 is situated along the Clearwater River east of Orofino, Idaho.  The Richardson/Riverside Mill was built on this property in 1943 and operated until1982. There are at least seven "recognized environmental conditions" on the property; PCB's from spilled transformer oil, soil contamination from spilled creosote dip tank, 1000 gal. gasoline UST, explosive residue from discarded unexploded fireworks, lead shot contamination from Orofino Gun Club trap range, contaminative materials disposed of in log ponds, and soil contamination from pealing lead based paint. These are potential concerns that have not been positively identified.

Site Status: EPA has agreed to fund a Phase II environment site assessment during the summer of 2010. Prior to sampling,  the Tribal Historic Preservation Officer will be conducting an archeological assessment in compliance with the National Historic Preservation Act. Tentative redevelopment plans include a recreational venue, tourist facilities with a proposed boat ramp, tackle shop, and rental cabins.

Nature of Contamination at Site: The gas station closed in 1991. Two UST’s were removed in December 1993; and in June 2003 three more UST’s were removed from the site. Two of the tanks were in extremely poor condition and fumes of gasoline were detected. Soil and groundwater samples revealed contaminants under these tanks and near piping runs.

Site Status: Due to the gasoline smell and groundwater filling the trench after removal of the UST’s in 2003, McCoy's Cash Grocery became a potential LUST site due to contamination. Further investigation on possible unknown USTs possible clean up strategies are ongoing.

Westgate Farm

Nature of Contamination at Site: The NPT has been unable to put the Westgate property into federal trust because of oil contamination related to the operation of a farm machine shop prior to purchase by NPT, an open dump filling a portion of the North Fork Tom Beall Creek, and soil contamination resulting from the vandalism of a barrel storage area by rifle and shotgun blasts. Approximately one to two acres are potentially contaminated.

Site Status: A full (Phase II) site assessment, including sampling activities to identify the types and concentrations of contaminants and the areas of contamination to be cleaned up. At this time tribal funds have not been requested because the extent of the contamination is unknown and cost for cleanup is uncertain. Tribal leadership needs more information to begin making plans for this property.
